can not use PID tuner in simulink

When I press the tune bottom in simulink PID controller , it always show "PID tuning tool requires a Simulink Control Design license,but license checkout failed".

Do I still need to install another toolboxes?

my toolboxes list:

Control System Toolbox

Simscape

Simscape Eletrical

Symbolic Math Toolbox

System Identification Toolbox

Just install

Simulink Control Design toolbox

but how to solve

I already already install this 5 add ons:

Control System Toolbox

Simscape

Simscape Eletrical

Symbolic Math Toolbox

System Identification Toolbox

but it is still facing the same problem is there any ways to get through this error??
